Cannot access Applications folder

I'm running 10.6.6 and just today I cannot access my Applications folder through any means. (CMD + Shift + A, nor choosing it from a Finder window, etc.)

It all started when Preview couldn't open .jpgs. I went to change the "Open With" program and Preview wasn't on the list, nor could I select it. When I went to "Choose Other," the menu bar and all my desktop icons disappear.

Same thing goes when trying to access the Applications folder from the Desktop: the top menu disappears, along with all my desktop icons, and then they come back in about a second or so.

I created a new user account just to see if anything would change, and I was able to access the Applications folder from the other account.

I don't know if it's related (probably is), but my computer is running slower than usual. Safari also unexpectedly quits on me quite a lot (maybe every other day.)

Any help would be appreciated. Thank you!

Boot to your grey system restore DVDs (or a retail OS X installation DVD--whichever is newer), select your language, and then launch "Disk Utility" from the Utilities menu. Then run a permissions fix on the boot drive and restart.

After this is done and if you are able to read the applications folder, launch Disk Utility from the "Utilities" folder on your boot drive and run the permissions fix again (this second one will use a more updated permissions database than the one on the boot DVD).
