Howdy and welcome to Apple Discussions, Cal.
Try changing the iTunes Store settings from the iTunes application on your computer and then sync your iPhone.
You'll see a flag in the lower right corner of the iTunes Store home page on your computer, click it and choose the correct country, then sync the iPhone.
If that doesn't work, check the Region Format in Settings, General, International.
