How to connect with Facetime?

I can connect with another ip4 using their phone number but not with their email address. Is this the only way to connect?
When I try to connect with email over wifi, I get a message telling me that the other person is busy, but that is clearly not the case...

If you place a regular call first to confirm the person has their iPhone connected to an available wi-fi network and then switch to a FaceTime call, you will be charged for an international call for the portion of the call before switching from the regular call to FaceTime. If you initiate a FaceTime call with FaceTime for the contact from the start, no charge.
