It appears to be a grounding issue. Try one or more of these:
1.Touching any metal component of the iPad while you're using the touchscreen.
2. Using an Apple charger and cable.
3. Using a different charger/cable.

I Have this Problem on my iPad Air 1.st Generation. It disappears when I remove the charging cable instantly. It isn't an original Apple charging cable but I remember that it was MFI. I can't remember if it happend before iOS 9.2. And sorry for my bad English, it isn't my first language.
Yes mine currently does this. Any fixes?
