What Compressor Settings for the web?

2. For broadcast? What are the broadcaster's requirements?

2) No need for HQ when dealing with codecs like HDV. However, the point is another one... first see/ask what the broadcaster needs

There are several European broadcasters

Then you'll need to contact each one. They, and ONLY they, can give you their specifications.

HQ is for much more demanding, high quality formats and uncompressed,
it wouldn't do any good to your HDV footage.
Meaning you would not get better quality and yet bigger file size
