You can run into problems if you try to layer text on a background image if you are working in a document tht was converted from Microsoft Word. If you create new text in Pages, it layers fine with graphics using the layering controls, but if you try to send objects "behind" text that originally came from a Microsoft Word, document, none of the layering controls will work. The solution is just to create new text in Pages, which not only layers properly, but apparently even integrates itself properly with the flow of old Word text. I wasted a good 20 minutes before I figured this out.
Sure the Word text isn't in the Master?

If I recall correctly, master items are items that appear on every page of a section. This is continuous text in a document several pages long, so I'm pretty confident it isn't.
