If one of the Apps is stalled, try press and holding it until they start wiggling.
Tap the one that's installing one time and see if it resumes. That worked for me once - had to Google the answer. It also works for a stalled download.
Also, if you still can't restart/turn off the iPod, I'd wait for the battery to drain. If you can still run Apps and use it normally, you should be able to restart it. As the user above me suggested, press and hold the power button and slide to power off.

The problem I have is that I can't get to the slider to turn off the iPod. When I hold down the On/Off and Home buttons together nothing happens. All other apps work fine.
As far as holding the apps until they wiggle, well that doesn't work. Can't delete them that way either.
I'll try waiting for the battery to drain.

Why are you pressing both the Home button and the on/off button?
To turn off the iPod Touch press and hold only the on/off button until the "Slide to power off" slider appears.
