How do you zoom out <100% on PDF?

PDFs fill the iPad screen even if that makes the PDF greater than 100%. Is there a way to zoom out on a pdf so that you can view it at 100% actual size or less? Have tried in Goodreader, iBooks, Quicklook, etc., but can't seem to get the stupid pdf's to reduce in size. They always want to go to full screen. Very problematic for proofing purposes.

Well aware of "pinching" for zooming. But does not solve problem. PDFs seem to always revert to full screen or enlarged, never to less than full screen.

Necessary to view many PDFs as actual size, which is very often less than full screen on an iPad. Client proofs, etc. If you pinch and hold, you can get it to be less than full screen, but then you are blocking a good portion of the PDF for your client, so not really workable.

Hard to believe that you can enlarge but cannot reduce a pdf in any iPad or iPhone app.
