You don't upgrade iTunes on your iPad. You have to upgrade it on your Mac or PC.

The version of the iTunes store you have on your iPad cannot be updated by you. It is one of the pre-installed apps by Apple that cannot even be deleted. If there comes a time when Apple needs to update it, they would just do so by sending it out within an iOS update.
That being said, you can of course update ITunes on your Mac or PC. It's best to keep that that on the most currrent version.

It basically means that you'll never have to update iTunes on your iPad. If there ever comes a time when it does need to be done, Apple will do it probably without you ever knowing via an iOs update.
The only iTunes software you have to worry about keeping up to date is the iTunes on your Mac or PC. That is something that you should always update when a newer version is available.
