I rented a movie and after an hour it was ready to view. I opted to view later and hit the menue button. Now I want to view and it is taking hours to re-download. Perhaps I should have said view now and then paused for several hours . Why such a long time downloading. My Internet download is 3 meg.
Best I can get out here in the boonies.

Unfortunately the Apple TV uses it's SSD for temporary storage of rentals only, as you've discovered if you do anything else after downloading, you will lose anything already downloaded.

A 3 Mbps connection should allow you to watch SD content immediately, HD will require a wait similar to that which you quoted, so I assume you were renting an HD movie.
