System sounds volume cannot be djusted, iPad 2 + iPhone 4 on iOS 4.3

I have noticed this since iOS 4.3 and it is VERY annoying. Especially since my iPad 2 and my iPhone 4 are daily used for work.

The system sounds.. Namely the keyboard clicks cannot be adjust in iOS 4.3. Turning the sound all the way down does not turn the sound of the keyboard clicks and page clicks off. But it does turn off every other sound. Nor does turning the sound all the way up, make the clicks any louder.

I have tested this on 14 different iPhone 4's, both ATT and Verizon, all running 4.3. I have also tested this on 2 iPad 2's, both were WiFi models. Oddly enough, an Original model iPad running 4.3 does not have this issue.

The only way to mute the sound completely on the iPad 2's and iPhone 4's is to physically use mute.

Previously, just holding the volume down button for a moment would mute the devices. I would REALLY like to see this corrected.
