Opening the special characters window with shortcut in Pages vs. Safari

This must have been posted before but:
Why is it that I can open the Special Characters window with the option/command/T shortcut in Safari but not in Pages ?

MacBook, Mac OS X (10.6.7), Japanese keyboard, English language

It's why the Help urge us to take care to already existing shortcuts.

You may continue to play the game and link ⌥⌘Y to *_Hide ToolBar_* 😉
