Sorry for what may seem a dumb suggestion, but please confirm that you do indeed have a 3GS. Information on the differences can be found here:
If you do indeed have a 3GS, what version of iTunes are you running? You need iTunes 10.2.1, I believe, to be able get the 4.3.x updates. You aren't on the most recent version of Mac OS X, at any rate, if you still have 10.6.4, so perhaps you don't have the latest version of iTunes either.

yes, it is a 16GB iphone 3GS, currently on iOS 4.2.1. I am on iTunes 10.2.1. I was successfully able to update my iPad to 4.3.1 using iTunes, but my iPhone, whenever I plug it into my mac (same USB as was successful for the iPad update), and I ask iTunes to check for updates, it tells me my iPhone software is up to date, despite it's being iOS 4.2.1.
Odd but not unheard-of. Try downloading the update manually from Apple's servers, then install it by Option-clicking the Update button in iTunes and choosing the downloaded file.

My MAC OS is currently 10.6.7
