This sounds like a GSM iPhone... Did you buy it off eBay or a friend?
If you are on a contract plan with your iPhone, take it back to the store and ask for a new phone.
If it's a second-hand phone, when you reset the phone, you have to have a carrier SIM card in the phone to unlock it. It's annoying yes, but it wouldn't be Apple otherwise
Try any of the tips below-
Random person on the street
Mall kiosk/store of the carrier that iPhone is on/locked to
(I am from the USA, idk the Australia telcos)
Your friend you buy iPhone from
eBay for the SIM card for the carrier.
Here in the USA, the SIM doesn't even have to be active on the carrier, the iPhone just needs to have one inside it to unlock it.
