Hmm, in my case (windows 7 enterprise) I don't have a volume-change-bar choice.
I do have a system sounds slider but that doesn't impact the sound buttons.
Interestingly, my external keyboard (an old IBM) has dedicated volume buttons that do not make the annoying noise when I use them.
Malawe's solution seems to work great!
Granite Apple: first use the keyboard buttons to change the volume (thus making the Boot Camp Manager appear in the Mixer) then click the speaker icon in the system tray and click Mixer. Boot Camp Manager with the gray diamond icon should be one of the columns, and you can change the volume or mute the program.
Just realized the issue - when I was clicking the mixer, Windows was showing so many different applications that getting to Boot Camp Manager's sound required me to scroll to the right. Once I got there, worked like a charm.

Found it! You have to press the volume control and immediately scroll the mixer all the way to the right.

On windows 10 I opened volume mixer (right click the volume icon by clock and choose 'open volume mixer') and there were a couple sliders there but not one that said bootcamp. I hit the volume down button and suddenly a "bootcamp" slider appeared allowing me to change the volume sound and turn it off.
