favicon.ico not working with iWeb v3 website

I followed the instructions on the Web and Apple Discussions about creating a "Favicon" URL icon for a new website created with iWeb v3, but it's not working. I tried both:
1) adding the 1-line HTML code after <title>...</title> in each .html file for the site:
ex: <link rel="shortcut icon" href="http://website.com/favicon.ico" type="image/x-icon" />
and
2) using JavaScript in an HTML Snippet on each iWeb page as described at:
discussions.apple.com/thread.jspa?messageID=13205274&#13205274

I know the .ico file is good, because if I just enter (example) website.com/favicon.ico, it displays the icon properly as my Favicon (and in the browser window), but the icon WON'T display for any of the site's pages!

How can I get this to work, either by manually inserting code into each .html page, or preferably automatically in iWeb?

OK, it's strange, but Favicon has started working now for the new Website in Firefox, Chrome, Safari & Opera ...but still not in IE9. I'm using the 2-line HTML method in all .html files, just after <title>...</title>

I had cleared caches, Refreshed Web-pages, etc., in all the browsers (and even re-booted), but it wasn't working, and now it is! Bizarre!.
Any ideas on how to get it to work in IE (v9 or earlier)? I have some bookmarks to other Websites with Favicons in IE, so I know it works.

FYI, even Firefox4 doesn't fully conform to the Acid3 tests (only Safari gets 100%, even on my iPhone); see: http://acid3.acidtests.org

Interestingly, all of my websites only have the favicon file dropped in the root of the directory. No extra code. They all show up easy as pie in Firefox and Chrome, but not in Safari-- although I remember when they used to. Does anyone know why? Do they behave the same when you all try them?
