phone shows usb plug and itunes logo but only goes to emergency calls only

my sons iphone 3gs shows the usb plug and itunes logo but when you slide the slider it goes to a key pad that says emergency calls only. does anyone know what this means and how to get the phone to work properly? subsequently he has no itunes account and has done no updates on the phone.
