Clear Cache and Cookies from an OS level

Is there a way to clear the cache and cookies from an Operating System level? I need instructions that are independent of web browsers and for hte latest version of Mac OS.

It's not that I don't believe this. I'm trying to avoid creating mulitple sets of instructions for the various browsers and their versions. If this can be done from an OS level via system preferences then that would be much easier and result in a smaller amount of instructions created.

This is for a customer service issue and I'm trying to keep the article as short as possible. This isn't an available option if I have to provide instructions for every browser and several versions.

Do you actually need to write directions? Refer to the existing documentation for each browser and you don't have to re-write it. Just decide which browsers you will support directly.

For example, users of Safari 5 for Mac will find relevant help here:

Internet Explorer is integrated into the system on Windows. I would be extremely surprised if that control panel clears anything but IE's data. Even if it does work with other browsers, I doubt it works with ALL other browsers.

Of course, that's not really relevant to your question. When you ask such a question, the answer is simple: 'cause the Mac OS is not Windows.
