Unfortunately there is currently no way to disable the icons you have mentioned and iphone configuration utility doesn't give you those options either. currently only the safari, youtube, camera, facetime and itunes icons can be disabled, sorry.
You can however, configure "ratings" for movies and tv shows. Wherein you can prevent movies/tv shows from being played at all. You can also disallow access to the iTunes Music store, and "explicit" rated music/podcasts. Game Center can be managed too. If you turn off the camera and disallow screen capture, then you have effectively removed access to "photos," unless the user transfers photos during the synch operation. …but "Settings" itself can't be managed with the current tools from Apple. Depending on how many iPads you are thinking of deploying within your business you might want to consider an enterprise level management infrastructure which will give you all this control over each device. There are several options in this area but feel free to contact me for my personal recommendation.
