iPhone4 camera stuck with shutter closed

When I open the camera app, the camera shutter stays closed and the controls are completely locked up. Can't even switch to video. The "Camera Genius" app works except when I try to switch to the front facing camera, then the whole thing locks up and doesn't work at all. Camera also works fine with the "Pano" app. I prefer the simplicity of the camera app that comes with the phone. Any suggestions to fix this would be appreciated.

Standard troubleshooting steps in order are as follows:

Power your iPhone off and on.

An iPhone reset, which is done by pressing and holding the home button and the sleep/wake or on/off button simultaneously until you see the Apple logo and then release.

Restoring your iPhone with iTunes from your iPhone's backup.

Restoring your iPhone with iTunes as a new iPhone or not from your iPhone's backup.

If no change after the last step, your iPhone has a hardware problem. You can call AppleCare or make an appointment at an Apple store if there is one nearby.

If the problem is resolved after any of these steps but returns after using one of the 3rd party camera apps that you are using, I would stop using that app and contact the app developer.

There is only one solution. Take it to the Apple store and get it replaced for a new one. The iPhone is under warranty for one year. As long as there is no water damage to it. I took mine in and was out within 10min with no hassles. Make sure you save all your data first before taking the iPhone in to be replaced.

Purchased phone at a ATT store. I took it there and they said to take it to an Apple store. I did that and the guy there gave me a link to do a back-up and restore as new device but I haven't tried that. Don't want to screw something up.

Yes, When i try to switch to the front camera, it closes the shutter but then the switch to record it blinks. i can still switch them but i cannot get it back to the back camera, the only way to do that is if i reset all the settings. here is a video of what i mean.
