Using iPhone with WiFi only while traveling

I will be traveling to Europe in a few months and will be taking my iPhone4 with me. I want to avoid spending a fortune to use my phone while I'm there and have the Line2 app (I will forward my normal calls to my Line2 number) and will pay for a month's worth of service. I know that I can disable cellular data and data roming but I want to know if it is possible to ensure that my phone does not connect to any local cell networks and only connects to available WiFi networks, is this possible?

Turn on airplane mode, then turn on wi-fi:

I live in Germany and I can tell ya now that you will not be using your phone much unless your hotel has free wifi. There are not many places that have free wifi. I was in the states last December and most stores and restaurants had wifi. It was great! Traveling within Europe I cannot use my phone outside of Germany without racking on roaming charges. I have had a couple of large bills when my husband and I got lost in a few different places and used the maps app. Cheaper to buy a European navi. Make sure whatever hotel you stay at has free wifi.
