Super 8 to Mpg2

I'm doing a DIY transfer job from Super 8 film to HDV.

When encoding my HDV to Mpg.2, I get this strange

effect on some frames (see image attached) (not on all frames)

I'm not sure what to think.

The Super 8 was shot at 18 fps.

The HDV is 29.97 fps, upper field

Would anyone have an idea how to get rid of that?

Thanks,

Looks like interlacing.

Try reshooting progressive... or try one of the deinterlace filters.

But remember -- interlace isn't bad. It just looks like yuk when you freeze on a frame where one field has different information then the other field... usually fast motion.
