How does one "join" a community?

I'm trying to personalize my home page, and to add to my "Places," it says to "Join a community."

How do I accomplish that?

I wonder why different terminology is used?

In my opinion, the "Join" should be changed to "Follow" or the "Follow" should be changed to "Join."

As it is, it's about as clear as mud.
