ipad 2 can exchange for ipad 3 at Best Buy?

I heard from a friend that if you buy your ipad 2 from Best Buy when the ipad 3 comes out, all you do is exchange your ipad 2 and pay the difference and you have the ipad 3. Is this true?

No, that is not true.

Best buy offers some kind of a "Buy Back" program, but you would get more from eBay.

As GW said, what you were told is incorrect. Best Buy has a "buy back" program that you purchase at the time you buy a product, and they'll give you a prorated amount of the purchase price back (in the form of a Best Buy gift card). You can see details here. There is no program anywhere that allows you to return an iPad at some indeterminate point in the future and upgrade to a new model for just a difference in price (which with iOS-based devices there usually isn't anyway).
