MY Itouch keeps re-cycling back to restore after just completing a restore. Why?

My duaghters Itouch said it needed to resotre when it locked up. I went through the restore process, but as soon as it finishes, it tries to restart, but comes back to saying that it is in recovery mode and must restored. Is there something I can do to give it a low restore to fix this?
