I have a wifi only ipad 1 and an existing data plan in place - if I install a micro sim card, will the pad be able to use the 3G signal?

If you have a wifi-only iPad then there is nowhere to insert a sim card on it (it doesn't have the hardware inside it). You could try getting a mifi device, or sell it on somewhere like Ebay and buy a wifi + 3G version

There is no SIM-card slot.
Not only is there no SIM socket, the WiFi-only iPad has no 3G circuitry at all (nor GPS). A MiFi device or selling the iPad and buying a 3G version are, as KP suggested, a couple of options. Or if you have an iPhone or similar cellphone, you can tether the iPad to the phone.

If by "access data" you mean allow the iPad to connect to the Internet, yes, it would. This of course presumes that your cell carries offers "hotspot" tethering (so that other devices such as the iPad can connect via WiFi) for the iPhone.
