Insufficient privileges

I am trying to update to iTunes 10.2.2, but I keep getting the "insufficient privileges" notice when I download. I even right-click on the run as administrator button, but I still get the same notice. I have uninstalled all Apple products on my computer and I still cannot download iTunes. Can someone help me?

at the start of the installation it asks where you want to install the program in, instead of it going to C/program files/itunes make a new folder in program files with the name something like "iTunes2" and install the program in there..... done
