Welcome to Apple Discussions!
Either this means the website is being reorganized, the link is dead, or they aren't allowing you to connect.
Call them by phone, or try a different browser. For a full description of the reason, see this article:

And please use lowercase except when referring to the first character of proper nouns, or acronyms.
Using ALL UPPERCASE means you are shouting on the internet, and suggests you are shouting.
People take that as a sign of trying to be rude. Few people like to help those who are rude. So be careful!
Thank you.

One thing you might check is to make sure your browser is accepting cookies. Often times, that is a deal-killer for ordering websites.
Some sites may not work with the old browsers that run under OS 10.3.9. Which browser are you using?
Specifically which verion is your web browser?
Also which page on Ticketmaster is giving you difficulty?
You can find out if any of these web browsers support 10.3.9 and try the website with these*
That should be which version...can't edit my posts with iPad.
I want to thank every one for their input. I did finally figure out how to correct the problem. I first had a relative check to see if they were able to connect with Ticketmaster. ( I was unable to connect with any of their pages). They were able to. I was unable to do so with various browsers and either my mac or my pc. this told me that the problem was either with them blocking me, my router or modem setups. I then disconnected the router and connected directly to the modem. I was then able to connect with Ticketmaster. I reconnected the router and once again was unable to connect with them. This told me that the problem was with router. I ended up going into the routers setup home page and refreshed the Dhcp Client list. This fixed the problem. Lesson learned.
Thanks again,
Brian

In Safari, you need to open Preferences with cmd-period and then click the Security tab. Check the appropriate box for what you want. I usually select the "Only from websites I visit" as that works most of the time. In Firefox, the tab in Preferences is Privacy.
gees. i did all of that when i received your post but it still did not work. oh well, i guess amex just won't get my business. thanks for the help everyone.

What browser version and what system version are you running? The amex site works just fine here. Well, maybe too fine, as I'm spending a little too much with the card every month, but that's a whole 'nother story.
(I am at 10.4.11 and Safari 4.1.3 on this machine.)
