My friend recently got a first generation iPod Touch 8gb.
And he trying to update the device past iPhone OS (iSO) 1.1.5 to iPhone OS 2.0. But iTunes keep saying his device is up to date.
Is there any way my friend can get his iPod updated?

Or does are you trying to say that holding shift and clicking update. Forces iTunes to download an update. And forces the device to update
no, you download the update manually from Apple I beleive. Then when you hold shift and click update it will ask you where the update is on your computer
The only (legitimate) way to get the 3.1.3 OS update for a 1st gen touch is to buy it from Apple, I think it is $5. You can't buy it from within iTunes, you have to go to a special link to get it, you can read here:
