I think I came across that one in the comments section of MacUpdate (or maybe one of the other update sites, or somewhere) from the dev (alleged) replying to some hostile criticism. I think the dev might have meant Apple Downloads, where programs were never vetted by Apple. Although, I'm certain he said "App Store."
My feeling about this thing is, even if it's not inherently harmful or malware, who needs it? Onyx is free and if you can wreck your computer with a free program like Onyx (I don't think Onyx is inherently harmful; it's just another tool, but it needs to be used carefully), then why pay $40 for one to do that?
I think they are appealing to people who are, understandably, threatened by the complexity of a computer and falsely made to feel that things will spin out of control fast if they don't use some completely unnecessary idiot proof program for maintenance.
