Can't archive mailbox

I am trying to archive a folder in Apple Mail. I have message stored in in a folder “On My Mac.” I select Mailbox > Archive Mailbox ... I then select the destination folder as prompted by the system. If I watch the activity monitor, it says my messages are being archived, but then ... nothing. There is no file in the folder.

What can I do to fix this?
