Memory vs Storage

The 64GB is the total Random Access Memory (RAM) of your iPad. A few GBs are used for overhead so you won't get the full 64GBs. The 16MB figure is the space available for running applications. The 46GB figure refers to the remaining RAM designated for storage of Apps and files. In terms of a regular computer, the 16MB would refer to the RAM and the 46GB would refer to the hard drive space.

46 Gb would be the available storage you have left to store additiona files while 16MB Free memory would the speed available of the RAM (Read Analyze Memory) being used on that certain process by the CPU of your iPad.

The 64Gb of storage, you can think of it as disk space, is flash memory and is used to store your files. (apps, documents, photo's etc)

All iPad 2's have 512Mb of memory. This is the area that is used to run the application in. All open apps use it, so it is good to close some of those running in the background if you don't need them.
