Try a System Reset:
Hold down the on/off switch and the Home button simultaneously until you see the Apple logo. Ignore the "Slide to power off" text if it appears.
A System Reset does not remove any apps, music, movies, etc. nor does it cause any settings to revert back to default.
Also, you might wish to download the iPad-2 User Guide. Pay special attention to page 162. Note that this Guide also applies to the iPad-1 with IOS 4.3 except for those functions that are not supported by the hardware.

Finally, the User Guide can be downloaded at no charge via iBooks and a less comprehensive version of the Guide is included as a Safari bookmark.
Need more info. Do you mean it won't turn on, or that it's on but 'frozen'? I'm assuming the battery is fully charged...
At first it wouldn't respond to itunes, then it started not responding to touch, and now it's totally off and won't respond to anything. I have tried charging it and recevery mode and everything that I could find online. It won't respond to anything! Thanks so much!

Once it's off it won't respond to anything. Doesn't mean the unit is bad. Could be a bad charger or even a bad AC outlet. Contact Apple. They can try a new charger with it. If that works then your charger is bad and they'll give you a new one. If the charger isn't bad then the battery might have some issues. Either way warranty should cover it.
My ipad won't respond to anything, I've tried recovery mode and that won't work either! Please help!
