Not needed with OS X on a Mac unless a Mac does nothing but video editing, and the iPad runs an optimized version of OS X.
The closest thing to defragging on iPad 2 is going to settings, safari, scroll down and clear history clear cookies and clear cache and your Internet is much faster. Please like

fragmention is only really an issues with devices which have a harddisk that is mechanical
Fragmentation is caused by the file system, not the drive.
Unix based os have never needed defragging.
Most of the comments here disagree with advice from an Apple Genius at the Apple Store today. My iPad had enough memory to download a book, but the iBookstore said there wasn't enough space. The Genius said I need to wipe out my iPad and start over. He said that I have owned it long enough that the fragmented drive wasn't able to store the file.
What you do see with iOS devices is the "Other" data getting large. The solution to this is to restore the device. I suspect that is what they were referring to. "Other" is the result, generally of corrupt databases on the device.
Interesting. I have 4.8GB of "other" right now. You think that would get reduced and actually free up space?
"Other" can also be data for apps. You don't say whay size device you have. 4.8gigs on a 64 gig iPad doesn't mean the same thing as 4.8 gigs of other on a 16 gig iPad.
If you think it's excessive, you can always retstore your iPad.
