I tried all the other possible solutions listed in previous posts, the one that what suggested in the troubleshooting section. I still get that error on all of the downloads.
😝 I need to download xcode4 mostly do to I am a new to mac and cannot pay the mac developer membership. I wish there was an alternative method of purchasing it.

You know that it is a huge download as downloads go? 4.5 GB! Could your issue be with your ISP? Have you asked them about this issue of such huge downloads regarding your service from them?
A number of folks with connection issues and downloading issues have been able to minimize the issue with a change in DNS settings. Ideally the DNS service is set in your modem/router, but you can often override those settings with the Mac's network settings. Give OpenDNS or Google Public DNS a try.

Thanks. I disliking saying this but both tips did not solve the issue. I have even talked to the ISP in my area and changed my dns server settings. I tried the url carolyn gave me over again. I did do a google search as well.
I thought I would try logging as root and that worked. As I type this I just came up with the idea to look at the sudoers, groups, and users file. If I find something I'll let you know.
I what I ended up doing is recreate my user account. That seamed to fix it.
