Frozen iPhone

My phone is frozen on the passcode screen and won't let me enter digits or power down. Every minute or so the passcode screen "refreshes" but it still won't let me enter the password. I've tried holding down the power down button for a couple of minutes...the screen only goes black, then flickers back on to frozen passcode screen....What do I do?
