Hi, can any one recommend a free app like hazel. I really like hazel, but I think 22$ is too much.

What features are you looking for? Hazel does a lot of things, and you won't find all of them wrapped up in a single free app, but you might find apps that do specific things.
I need the feature to move download files to specific folder automaticlly (according to the rule I set up, e.g. move pdf file to pdf folder, dmg file to install folder).
I am not sure if I can get that with automator 's file action because how do you judge whether download is complete or not with automator ? You don't want automator to move a half downloaded file.
So any idea ?

as I recall, folder actions are usually smart enough not to begin processing until transfers are complete, and if not, in-progress downloads through Safari and Firefox are generally marked as special '.download' files that can be excluded.
