I myself is on ios 4.3.3. what my problem was that after resetting the internet settings my personal hotspot had vanished from everywhere possible on my iphone. I discovered that my settings in Mobile Data Network such as the Mobile Data, MMS and Internet Tethering had dissapered. I searched for these settings from my networks forum and input them in again.. After about a minute the personal hotspot feature appeared again. so my advice is to get your settings from a google search or something and input the data required. I hope this helps.

Oct 13, 2011 7:59 AM in response to bastardongsantoby jarodyak,My Personal Hotspot went missing after upgrading to iOS 5, or after ordering the iPhone 4S, or who knows when. I tried all of the above, called AT&T and had them remove and re-add the tether plan. Nothing worked. Here is what finally worked for me.
Settings - General - Reset - Reset Network Settings
My iPhone rebooted, when it came back up, now Personal Hotspot appeared under Settings - General - Network
I turned it on, and it is now working.

Navigate to: Settings>General>Network>Mobile Data Network
If you scroll down past Cellular Data and MMS settings you should see Internet Tethering. You need to fill in the setting APN under this heading. Check with your service provider for what needs to be in here
Once this is done do a reset of the phone and you will see personal hot spot appear in Settings as well as Settings>General>Network.

I have the Unlimited plan for Data services (Since I have used AT&T forever) so because i have an unlimited plan fo rmy data "I" am not allowed to use the Personal Hotspot. That's just LAME. Way to show your true colors AT&T. So if any of you have the UNlimited Data plan (No longer available by the way) Then you are being punished for having it by not being allowed to use the Hotspot feature!

Oct 22, 2011 1:21 PM in response to Lawrence Finchby RGary,It's just sad that AT&T has to try and sell me a 4GB package with Tethering for 45 bucks (replacing the Data Package you already have). I already pay a ton of $$ for 4 iPhones. I just think it is sad.

- Open Settings > General
- Scroll to the bottom of the list and tap Reset Network Settings and confirm.
Once your iPhone restarts, Personal Hotspot should reappear in the Settings main page. If this does not solve the issue, try changing the name of your iPhone:
- Open Settings > General > About > Name
- Choose a name with no spaces or other characters.
- Reset your iPhone by holding the Sleep/Wake button and the Home button until the Apple logo appears.
The Personal Hotspot setting may have been set to off during the iOS 5 update. If that was the case:
- Open Settings > General > Network
- Activate Personal Hotspot.
Once turned on, the Personal Hotspot setting should appear in the Settings main page.

Nov 12, 2011 3:00 PM in response to bastardongsantoby l3osastre,I had the same problem with my iPhone's HOTSPOT, I tried almost everything but nothing. Then I found the problem, It was this app that I had called ONAVO, this app was causing my HOTSPOT not to appear in Settings or in Network. So I removed it and REBOOTED my iPhone and my PERSONAL HOTSPOT was there. HOP THIS HELPED!

If you have this app installed remove it, & the PERSONAL HOTSPOT will come back

Had a 3-way phone call with Apple Tech Support and AT&T Tech Support could NOT find the reason why Personal HotSpot button was gone from my iPhone 4S (v5.0.1). They kept telling me it was there, but it was not.
After doing lots of digging, I found the solution in the Apple Support Forum. This app causes a new Profile to be created on the iPhone and deletes the Personal HotSpot button. Either delete the Profile, turn Off this app, or even better--Delete this app.
There is a disclaimer at the very bottom of the description of the app in iTunes. Since it causes such a big problem that even Apple cannot explain, don't you think it should be a the top, as well as on the screen when the app starts?

You have to Turn on Cellular Data and 3G then you can Turn on Hotspot from there
Same steps on iOS 5 and higher
