currently, i have 3 icons in a row. but if i minimise the window size, everything remains the same: 3 icons in a row, same grid spacing and same icon size. how do i set it to 4 icons in a row and make the left side icons more to the left without changing the space between icons?

You can select a couple of items and individually drag them there and if you hold down command they will automatically align.
On the little gear box just click sort by name and it gave me more icons.
i individually dragged them but then if i hold the command key down it won't allign automatically. "sort by name" would make them go back to 3 icons per row

After you sort by name you might be able to resize them.
