This might be a dumb question. Bear with me. In iPhoto Preferences > Advanced > Importing, if I uncheck "Copy items to the iPhoto library," will the photos stay in my Finder and not be copied into iPhoto's Package Contents?
This would turn iPhoto into just a more visual way to view the photos in my Finder.

Well they would stay there anyway, as they are copied not moved to the Library on import. But don't do this. You're creating problems for yourself.

And the first of thse problems is that you don't understand iPhoto:

Nothing will do this. iPhoto replaces the Finder for anything to do with your Photos. It's a Manager not a file viewer.
