Hi - any recommendations for a decent alternative to skype or facetime for video chat between an ipad 2 and a window PC? Everyone says the quality of the Skype app is poor and facetime is exclusive to Mac or i-devices. Thanks

This time next year there will probably be a decent choice, as the iPad 2 is now a video device the developers will have had time to port their iPhone video apps (such as Skype).
This is one reason why I have not let the addition of cameras sway my decision to buy an iPad 2, the potential of the new hardware may not be fully realised for several months. I bought a 3G 16GB iPad refurb instead.
