After recently updated to OS 4.3.3 in my iphone, I get message when I download apps over 20M and force me to use Wi-Fi, while I don't have it nearby, I have fairly large data plan, I don't mind to download using 3G. Is that caused by recent update? I don't have that message before, is there any other workaround I can turn this message off. The message is very annoying, cause when I am on the road, I can't download anything large than 20M.

The carriers are the one's that limit your download to no more than 20MB's. Nothing you can do about that fact. They don't want you or anyone else clogging their networks with large downloads.
It started out as a 10MB limit over cellular and changed to 20MB about a year or two ago.
I talked to my provider, it says they only warn me when my useage us over, but currently I have 300M left, I never had this warning message before, only after I recently update to 4.3.3 (this is not even in pull down list in apple community)
I am in Canada, I have 1G usage plan, and still have a lot left. The message apparently came from apple store, because it shows in apple store, when I am trying to download, the message is not from MSG texting module in my iphone.
Correct, it is a message from the iOS, as specified by the carrier. Perhaps your carrier just adopted it.
In any case, it doesn't really matter why or where it's from, the 20MB limit is there and there's no way to change it.
The limit is built in to the OS. The message is from the OS. I believe the idea that it is the carriers limit and not Apples is false. Why would the carriers enforce this limit just on iphones and not on any of their other smartphones. I have never had a problem downloading large apps or audiobooks on an Android phone. I have done it on multiple phones on multiple carriers
