I can successfully call my ipad 2 from my iphone 4 without a problem. On calling my iphone 4 from the ipad I get a FaceTime failed message, xxxxx not available for facetime...I know I am as I just called myself!!!

I know this is probably a stupid question, but are you selecting the phone number of your iPhone when trying to establish a FaceTime link?
Not a stupid question at all, that's exactly what I'm doing, and then get an attempt to connect but then the failed message. And I have set my email address in the iphone as the contact details of the iPad and that works great.
You must select the iPhone number to connect from iPad to iPhone. And iPad email address to connect from iPhone to iPad. Simple.
Also make sure FaceTime is Enabled in Settings > Phone > Facetime

I'm pretty tech savvy and I'm running into the same issue.
I can call from the iPhone 4 to the iPad 2, but vice-versa it fails. The iPad2 facetime app even shows the facetime icon near the iPhone 4 phone number.
It's definitely not user error. There's no reason for it to work one way and not the other.
Both devices are on the same wi-fi network.
Same problem here.
Iphone 4 -> Ipad 2 is ok
mac pro -> iphone 4 is ok
but ipad 2 -> iphone 4 get not available.

Try this and reply please
Go to contacts from your ipad and add 00 or + with the region number and then put ur phone number
Which means u have to include the region number in the numer saved in ur ipad
When finish try again and it should work
Remmember u can find ur region number in ur iphone
