Why don't all files give me the ability to make an alias?

I'm a new Mac user. I'm trying to make alias's for some files on another computer in the office. I right click on the file and "make an alias" is not in bold and will not activate. The file is marked as shared on the originating computer and I can access the file from my computer, but cannot make an alisas

Mac mini, Mac OS X (10.6.7)

Press the Option and Command keys while dragging it to the desktop. Make Alias is only available when you have write access to the folder containing it.
