I Lost my iphone. I dont have mobile me and I dont have find iphone. Is there a way of finding it?

BTW... you don't need a MobileMe account to use the Find My iPhone app.

But the app has nothing to do with enabling tracking on the lost device. To enable tracking of a device you do need a mobileme account in order to turn on the tracking feature so you can then find the lost device with either a computer and web browser or the app (running on another device).

I'm assuming the OP meant that he had not enabled the tracking on the device.
