Face time is basically a VoIP app.

It is currently iOS device to iOS device over wifi only.

If the iPad is the only device you have then you will not use the cellular feature of the device to call someone on FaceTime. FaceTime only works over Wi-Fi and not over 3G unless you use 3G to create a Wi-Fi hotspot/network. The iPad cannot generate a Wi-Fi network for itself. The iPad cannot be used to make a normal/cellular telephone call like an iPhone can. You can use apps like FaceTime and Skype to call others but I would not term that as a normal call.

FaceTime is not available everywhere according to some posts. Where did you buy your iPad? Maybe in Singapore, it's not available. I know it's not in some Arab countries due to govt restrictions.

Are there any Restrictions set in your Settings app? Are there settings for FaceTime?

There is no restriction. I bought this from apple store one week ago and used facetime like 100 times already. In singapore.

You can only do FaceTime calls (which are wifi only) or Skype type calls - you can't do 'normal' phone calls on the iPad.
