I am from Singapore using ipad2 with data plan can I do normal call ?

I am a Singapore user using ipad2 with data plan , I will like to know if FaceTime can be used as a normal call?

iPad 2, iOS 4.3.2

If the iPad is the only device you have then you will not use the cellular feature of the device to call someone on FaceTime. FaceTime only works over Wi-Fi and not over 3G unless you use 3G to create a Wi-Fi hotspot/network. The iPad cannot generate a Wi-Fi network for itself. The iPad cannot be used to make a normal/cellular telephone call like an iPhone can. You can use apps like FaceTime and Skype to call others but I would not term that as a normal call.
