My intel Mac Mini refuses to start from disk or CD

I cannot get my Mac Mini to startup from either the internal disk, or CD. I get a "flashing question mark", which in the OS 9 days meant the startup folder wasn't "blessed".

The Mini starts up in target disk mode, where I can see the disk and it checks normal with Disk Utility. I've repaired permissions as well.

Any suggestions would be appreciated.
