I do not have access to that Action item. I assume because I do not have enough points.
You have to attain a certain level - I can't find documentation on this but it's probably 3 or 4. You can always post it here: someone will probably pick it up or the Hosts may see it anyway. As JG says, that particular nuisance has already been reported so hopefully he will be gone soon.
