This may seen like really obvious advice, but I had this problem. Press and hold the sleep button, turn the iPad off, then do the same to turn it back on. Worked for me!

Sorry, replying to my own stupidity. Ignore that last comment.
The real obvious choice: as you have selected the side button to lock rotation, have you tried using it to unlock rotation? It has two positions... 😉
Hi Josith
Thank you for your adv.
Screen had stopped rotating last night. This morning ipad stopped connecting to wifi broadband as well.
Tried your adv. Just now. Worked like a charm for both problems.
Adv. Much appreciated

Restart the iPad 2: Press and hold down the sleep/wake on the front of the iPad 2 for few seconds until the red slider appears, slide this across to shut the iPad 2 down. Restart the iPad 2 by pressing the Sleep/wake button on the top until the Apple logo appears.
Worked for me too.
You must check the mechanical switch above the volume control button. Just slide it and an icon will appear to show your rotation is unlocked.
I was a bit skeptical about the reboot technique but it actually worked. Now my iPad 2 rotates the way it should. BTW the Lock Rotation setting only determines whether you use the hardware button on the side of the device as a lock rotation button or for muting the sound. Rotation should work whether you use the side button for locking or the soft button you access by double clicking the home button on front of the device.
At any rate, now rotation is working as expected.
Thanks!
I noticed mine was doing the exact same thing when I took off one my ipad skins. I tried the re-boot technique and it did not work. Any other options to go with if the ipad still doesn't rotate after the re-boot? The mechanical switch is unlocked as well. Any help would be great, thanks guys.
Is the switch set to control rotation lock (via Settings > General > Use Side Switch To) ? The function that the side switch isn't controlling (rotation lock or notification lock) is controlled via the left-hand end of the taskbar instead. More info here http://support.apple.com/kb/HT4085
I just bought my ipad2 and this issue has just occurred! Reboot sorted it for me.
I have the same problem here, even reset all doesn't fix the problem, the screen is not rotating again 😢
