how do i update my modem firmware

I have an version iphone 4. I just updated it from 4.2.7 to 4.2.8 but i cant down load any apps. I just say modem firmware not compatible. How do i fix this problem???

Restore to factory settings. You can't update modem firmware only on the iPhone.
